On the regular session of the municipal council last October 20, 2003, displaced residents from barangay Poblacion asked the intervention of this body to act on their dislocation appeal. The group headed by barangay captain Juanito ‘Paul’ Vergara, together with his barangay council members and the appealing residents submitted a resolution that the sitio Lipit at the northwestern part of the barangay to remain as part of Poblacion not as part of Brgy. San Rafael.
The Sangguniang Bayan openly accepted their resolution and assured the displaced residents that they will act on this matter in the quickest time possible so that this dilemma might not create confusion regarding COMELEC voters list this coming election.
